I was just after some advice :)
I have observed some hygiene practises that I am uncomfortable with and come across a situation that I felt was delt with in a very un ethical mannor within my workplace.
Talking to the manager is not an option in my situation.
I was just wondering if someone more experienced could give me some advice on what the best way to handle this type of situation.

If you can go above your manager, to a superior then I would, otherwise, you can report the situation to your local DoCS worker and ask them to come and have a look, keeping your details private.
Unfortunately the quickest way to have DoCS check your centre out is through serious parent(s) complaints, this would be unprofessional of you to speak to them about the matters though.
Has the centre passed accreditation?
Is there a qualified ECT (early childhood teacher) you can discuss these things with.
It is very hard to have to deal with these sorts of things when the manager is enforcing/turning a blind eye to bad practices.
If you read through this link of the children's services regulations you will be able to pin point the exact items you feel the service is in breach of and then report these to DoCS.

To answer your questions, they have yet to be put through accreditation. There is no ECT within the service.
With a small glance there are over 10 points that I could pin point after looking through the regulations.
